ORDER

This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief/s:-

“to declare the action of the Respondent authorities in continuing to place the subject property i.e., an extent of Ac.04-20 guntas, forming part of Survey No. 10/2, situated at Habsiguda Village, Uppal Mandal, within the territorial jurisdiction of Medchal-Malkajgiri District, Telangana, in the prohibited list, as being illegal, arbitrary and in violation of Art 300-A of the Constitution of India and to direct the Respondent authorities to remove the subject property from the prohibited list to permit registrations and pass such other orders.”

2. Heard Sri P. Sri Ram, learned counsel for the petitioner and Sri L. Ravinder, learned Assistant Government Pleader for Revenue, appearing for the respondent Nos.1 to 8. Perused the material available on record.

3. Learned counsel for the petitioner would submit that the petitioner is the owner of the subject property having purchased vide registered sale deed bearing Doc. No.8782 of 1998 dated 21-08-1998 executed by the Principal District Judge, Ranga Reddy District through E.P.No.1 of 1998 in O.S.No.27 of 1993. The 2^nd respondent herein filed L.G.O.P.No.8 of 2022 against the petitioner (R-26 therein) for declaration of title, injunction and possession. He further submits that the rights of the petitioner over the subject land were also confirmed by the common judgment of this Court in L.G.O.P.Nos.8 and 11 of 2022 dated 27-01-2025. Despite the same, the property of the petitioner was incorrectly placed in the prohibited list. Aggrieved by the same, the petitioner made a representation dated 09-06-2025 to the 5th respondent requesting to delete the subject property from the list of prohibited properties in Bhu Bharati and IGRS portals. In response to the same, a Memo No.G2/5132/2025 dated 24-06-2025 was issued by the 5^th respondent to the 3^rd respondent to take action against the representation of the petitioner. On 09-06-2025, the petitioner has made another representation to the 2^nd respondent seeking to de-notify the subject property from the prohibited list, and in response to the same, the 2^nd respondent, vide Endorsement No.E2/1744/2025, stated that no written requisition was received from the petitioner or any competent authority to de-notify the land from the portals and asked the petitioner to submit the said requisition for taking further action in the matter. Pursuant to the same, the petitioner again submitted another representation dated 01-07-2025 to the 3^rd respondent. Thereupon, after the file is being circulated to the various respondent authorities, finally, 3^rd respondent addressed a letter dated 03-11-2025 to the 4th respondent to inform whether there is any government interest over the property so as to enable the 3rd respondent to take appropriate action. But no action has been taken so far. Hence, the petitioner being 77 years of age was compelled to file the present Writ Petition.

Hence, he seeks to pass appropriate orders.

Learned Assistant Government Pleader for Revenue submits that in so far as list of deletion of properties notified under Section 22-A of the Registration Act, 1908 is concerned, in compliance with the order of this Court in W.P.Nos.5382, 9163, 9942, 10149, 10166 and 10168 of 2021, dated 25-08-2025, the respondents had issued a memo No.469/Land Admin.I (1)/2020-2 dated 01-09-2025 by constituting the committee to consider the grievances of the persons affected by the Notifications under Section 22-A (1) (e) of the Act, 1908, with reference to the G.O.Ms.No.98 dated 23-08-2025.
