This Writ Petition is filed seeking the following relief:- “…to issue any writ, order or direction more particularly one in the nature of writ of mandamus declaring the action of the respondents more particularly respondent Nos.2 to 4 in not rectifying the erroneous entries in the Dharani portal and thereby cancelling the pattadar passbook No. T27220020061 which was issued in favour of respondent No.8 in respect to the petitioner’s agricultural land i.e., Acs.4.00 guntas in Sy.No.161/26 of Ippalachalka Village, Koppurai Gram Panchayat, Tekulapally Mandal, Bhadradri- Kothagudem District despite of giving specific representations, dated 12.02.2020, 16.11.2023 and 28.12.2023 vide registration grievance Status Nos. BR001/E/2023/0002 and BDRDC/E/2023/03466, as illegal, arbitrary, unconstitutional, in violation of Articles 14, 21 and 300A of the Constitution of India, against the principles of natural justice and violative of Section 5 of Telangana Records in Rights act 1971 and Consequently to direct the respondents more particularly respondent Nos.2 to 4 to rectify the erroneous entries in the Dharani portal and cancel the Pattadhar passbook No. T27220020061 which was issued in favour of respondent No.8 and thereby issue new pattadar passbook in the name of petitioner in respect to the petitioner’s agricultural land Acs.4.00 guntas in Sy.No.161/26 of Ippalachalka Village, Koppurai Gram Panchayat, Tekulapally Mandal, Bhadradri- Kothagudem District (hereinafter referred to as “the subject land”) and to pass…”

2. Heard Ms.B.Shirisha, learned counsel for the petitioner and Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the official respondents and with their consent, this Writ Petition is being taken up for disposal at the admission stage.

Learned counsel for the petitioner would submit that the petitioner is the owner and possessor of the subject land having acquired the same from his ancestors and his name was incorporated in all the revenue records and also issued pattadar passbook in his favour. It is further submitted that, as the old pattadar passbook was destroyed in a fire accident occurred in his house, the petitioner approached respondent No.4 for issuance of a new pattadar passbook and at that time, he was informed that, in respect of the subject land, pattadar passbook was issued in favour of respondent No.8 vide passbook No.T27220020061. Therefore, the petitioner made representations, dated 12.02.2020, 16.11.2023 and 28.12.2023, which were registered as Grievance Status No.BR001/E/ 2023/0002 and BDRDC/E/2023/03466. The grievance of the petitioner is that, even after receipt of the said representations, the respondent authorities did not take any action.

Sri L.Ravinder, learned Assistant Government Pleader for Revenue appearing for the official respondents has not disputed the submission of the representations, dated 12.02.2020, 16.11.2023 and 28.12.2023 and it is stated that, if no orders are passed on the said representations till date, the respondent authorities will consider the same.

Having heard the learned counsel for the petitioner and learned Assistant Government Pleader for Revenue, without going into merits of the case, this Court deems it appropriate to dispose of the writ petition directing the respondent authorities to conduct enquiry on the petitioner’s representations vide Registration Grievance Status No.BR001/E/2023/0002 and BDRDC/E/2023/03466 by issuing notice to all the stakeholders including the unofficial respondent and after affording an opportunity of hearing to them and if the petitioner complies with all the requirements under the provisions o
