IN THE HIGH COURT FOR THE STATE OF TELANGANA

AT HYDERABAD

THE HONOURABLE SRI JUSTICE NAGESH BHEEMAPAKA

WRIT PETITION No.5077 of 2011

04.02.2026

Between:

B.Deepak Kumar

…Petitioner

AND

The Government of A.P.,

Represented by its Principal Chief Secretary,

Secretariat, Hyderabad & 4 others

…Respondents

ORDER:

This writ petition is filed seeking for the following relief:

Issue a writ, order or direction more particularly one in the nature of

writ of Mandamus declaring the action of the respondents in diverting

the SC and ST Plan Funds for various other sectors is arbitrary and

illegal and unconstitutional and consequently direct the respondents to

re-allocate the already diverted funds from 1993-2011 of Rs.21,604.41

Crores to the Nodel Agencies for spending the same for up-litfement of

the members of SC and ST community and pass

2. In the light of the prayer sought for in the Writ Petition, it is evident

that the grievance pertains to the alleged diversion of SC and ST Plan funds

during the period from 1993 to 2011 and the consequential relief sought is

for re-allocation of the said diverted funds. Since the claim relates to the

period long prior and no effective relief can be granted at this stage, this

Court is of the opinion that nothing survives for adjudication in the present

Writ Petition.
