ORDER

This Contempt Case is filed alleging non-compliance of the order

dated 07.04.2025 passed by this Court in Writ Petition No.10420 of

2025.

2. This Court vide order dated 07.04.2025 disposed of

W.P.No.10420 of 2025, with the following directions:

“6. This Court, without expressing any opinion on the right and

entitlement of the petitioner and since it is stated that the

petitioner and her family members have been in possession of

the subject property since more than 70 years, deems it

appropriate to dispose of this writ petition allowing the petitioner

to make appropriate application before the authorities concerned

under the provisions of the Bhu Bharati Act, 2025 and in the

event of such application being filed by the petitioner, the

respondents shall consider the same and pass orders in

accordance with law. In any event, if the respondents come to a

conclusion that the petitioner is not entitled for mutation and

issuance of pattadar passbook, pass a reasoned order and

communicate the same to the petitioner. The entire exercise shall

be completed as expeditiously as possible, preferably, within a

period of six (06) months from the date of receipt of the

petitioner's application.”

3. It is the case of the petitioner that despite submitting a

representation dated 24.06.2025 to comply with the directions of this

Court, the respondents have failed to pass any orders or communicate

any decision in terms of the order dated 07.04.2025 passed by this

Court.

4. The learned Assistant Government Pleader for Revenue,

appearing for the respondents, on written instructions from the

Tahsildar, Maheshwaram Mandal, has submitted that upon

verification, the petitioner's application No.2400003209 dated

06.03.2024 was already disposed of as "Rejected" prior to the filing of

the Writ Petition, specifically in January, 2025. It is further submitted

that the subject land in Sy. No. 45/A/3, admeasuring Ac. 5-10 gts.,

was recorded in the name of G.V.S Infrastructure Pvt. Ltd., and the

petitioner's name was not reflected in the revenue records. It is also

submitted that in the contempt case, the petitioner incorrectly

Ramesh Kumar as the Collector and Khanapur Chandrakala as the

RDO, Chevella, whereas the present Collector is Sri C. Narayana

Reddy, IAS, and the subject land falls under the jurisdiction of the

Revenue Divisional Officer, Kandukur Division.

5. In the light of above submissions, this Court is of the view that

as the application in question was already rejected prior to the filing of

the writ petition, no case is made out to hold that the respondents

have willfully or deliberately violated the order of this Court so as to

invoke the provisions of the Contempt of Courts Act, 1971.

6. Accordingly, this Contempt Case is closed, leaving it open to the

petitioner to file a fresh application through the citizen login of the

Bhu Bharati Portal as per the applicable rules, if so advised. If such

application is filed, the competent authority, being the R.D.O. of

Kandukur Division, shall examine the same basing on the records and

pass a reasoned order in accordance with law, and communicate the

decision thereon to the petitioner within a period of six (06) weeks

from the date of making such application.

Miscellaneous petitions, if any, shall stand closed.
