The grievance of the petitioners is that respondent No.5, without conducting survey as mandated under law, has issued the impugned endorsement, dated 20.10.2025 stating that their applications cannot be considered as there is no sub-division record (Podi Tippan), which is contrary to law. Hence, learned counsel for the petitioners prays this Court to pass appropriate orders.
