IN THE HIGH COURT FOR THE STATE OF TELANGANA AT HYDERABAD
THE HONOURABLE SRI JUSTICE E.V. VENUGOPAL
Korra Sreenu – Appellant
Versus
The State of Telangana – Respondent
WP 1476/2026
IN THE HIGH COURT FOR THE STATE OF TELANGANA AT HYDERABAD THE HON'BLE SRI JUSTICE E.V.VENUGOPAL WRIT PETITION No.1476 of 2026 DATE OF ORDER: 20.01.2026 Between:
Korra Sreenu and others ...Petitioners AND The State of Telangana, rep. by its Principal Secretary, Revenue Department, Secretariat Buildings, and others ...Respondents
ORDER :
This Writ Petition, under Article 226 of the Constitution of India, is filed seeking the following relief:
“…to issue an order or direction more particularly one in the nature of Writ of MANDAMUS declaring the action of the 3rd respondent in not initiating steps on the representation of the petitioners dated 23.04.2025 as arbitrary, illegal and in violation of Articles 14, 21 and 300A of the Constitution of India and consequently direct the 3rd respondent to dispose of the representation of the petitioner dated 23.04.2025 in the interest of justice and be pleased to pass…”
2. Heard Sri Tejavath Shivaji Naik, learned counsel appearing for the petitioners and Sri L.Ravinder, learned Assistant Government Pleader for Revenue, for the respondents and perused the record.
3. Learned counsel appearing for the petitioners would submit that after the death of the petitioners’ grandmother, Smt. Megli, certain brothers, in collusion with the Patwari, illegally got the mutation of the land to an extent of Acs.3.34 guntas in Sy.No.191, situated at Tunki Village, Kaudipalli Mandal, Medak District done in their names without issuing any notice to the petitioners or conducting a proper enquiry. Though the land originally belonged to Smt. Megli and should have devolved upon her only son, Korra Vittal, and thereafter equally among all legal heirs, the mutation was carried out behind the petitioners’ back.
4. A mutation was earlier made in the year 2018 distributing the land equally, but subsequently the said brothers wrongfully transferred the title deeds in their favour. The petitioners have equal rights and are in actual possession and enjoyment of their respective shares, each cultivating Ac.1-20. Despite submitting a detailed representation, dated 23.04.2025 respondent No.3 failed to take any action. The Revenue authorities violated mandatory procedures by not issuing notice or providing an opportunity of hearing to the petitioners. Hence, the petitioners seek appropriate directions to protect their lawful rights and ensure proper enquiry and equitable distribution of the property.
5. Learned Assistant Government Pleader for Revenue would submit that the petitioners ought to have submitted an application in an appropriate module of Bhu Bharati Portal with the respondent-authorities and in the absence of which the petitioners submitting representation before respondent No.3 and approaching this Court seeking the remedy is nothing but misconception. Hence, seeks to pass appropriate orders.
6. In the light of the aforesaid facts and circumstances of the case, this Writ Petition is disposed of, granting liberty to the petitioners to submit an application in an appropriate module of Bhu Bharati Portal with the respondent- authorities. On receiving such application, the respondent- authorities shall consider the same and pass appropriate orders, strictly in accordance with law, by putting the petitioners and all interested parties on notice and affording them an opportunity. They shall pass a reasoned order, communicate copy of the said order to the petitioners and complete the said exercise as expeditiously as possible and in accordance with law. There shall be no orders as to costs.
Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
