ORDER
This Writ Petition is filed under Article 226 of the Constitution of India, seeking the following relief/s:-
“..............to declare the inaction of the Respondent Nos.1 to 8, in considering the petitioner’s representations dated 18-12-2025 and 19-12-2025 for including the petitioners name, despite issuance of Voter ID bearing EPIC No. TAS2840346, in the voter list of Gopularam Village, Shankarpally Mandal, Rangareddy District, as illegal, arbitrary and violative of Articles 14 and 21 of the Constitution of India, and consequently direct the respondents to forthwith include and update the petitioners name in the Gopularam Village voter list based on EPIC No. TAS2840346 and permit the petitioner to exercise her right to vote in the forthcoming elections and pass such other orders.”
2. Heard Sri Gandyadapu Rajesham, learned counsel for the petitioner and Ms. Priyanka Singh, learned counsel, representing Sri P. Sudheer Rao, learned Standing Counsel for Telangana State Election Commission, appearing for the 1st respondent and Sri Ashok Kumar, learned Assistant Government Pleader for Panchayat Raj, appearing for the respondent Nos.2 and 4.

Learned counsel for the petitioner submits that the petitioner is in possession of a valid Voter Identity Card bearing EPIC No. TAS2840346, issued by the Election Commission of India on 07.11.2020. Despite the same, the petitioner’s name has not been included in the voters list of Gopularam Village, Ranga Reddy District. It is further submitted that the petitioner has filed fresh applications seeking enrolment of his name in the voters list of Gopularam Village, Shankarpally Mandal, Ranga Reddy District, and the said applications were accepted on 18.12.2025 and 19.12.2025. However, the authorities have not updated the voters list accordingly. Consequently, the petitioner was deprived of his valuable right to cast his vote in the recent elections to the post of Sarpanch.
4. Learned counsel would further contend that although the petitioner’s name is reflected in the Election Commission of India portal, it is not found in the Gram Panchayat voters list. On account of such omission, the petitioner has been deprived not only of his right to vote but also of his right to contest in the elections, if he so desires. In support of his submissions, learned counsel places reliance upon the order dated 03.12.2025 passed by this Court in W.P. No. 36953 of 2025, wherein this Court directed the respondent authorities to include the name of the petitioner therein in the Electoral Roll of the concerned Gram Panchayat, if the petitioner’s name is found in the ERO Web Portal. Hence, he prays that this Hon’ble Court may be pleased to pass appropriate orders in the interest of justice.
5. Ms. Priyanka Singh, learned counsel, representing Sri P. Sudheer Rao, learned Standing Counsel for Telangana State Election Commission, appearing for the 1st respondent, would submit that the procedure adopted by the 1st respondent to delete or include the voter list is based upon the enumeration being conducted prior to the election and upon receiving such detailed information, appropriate decision would be taken by the 1st respondent during the course of election to the local bodies. She would further submit that since the petitioner is having grievance in respect of his name is not found in the Gopularam voters list, the same would be considered in accordance with law and representation made by the petitioner on 19-02-2025 would be taken into consideration and appropriate action would be taken as and when such exercise would be taken into account prior to the local elections, if any to be co
