With their consent, the writ petition is being taken up for disposal at the admission stage itself.

2. This writ petition has being filed seeking the following prayer:-

“to declare the inaction, failure and neglect of the Respondent authorities in not considering and acting upon the Petitioners statutory representation dated 01.12.2025, relating to the dangerous dilapidated and hazardous connection of the PJR Colony-Gangaram Road connecting to National Highway-65, including illegal encroachments on footpaths and road margins and the unsafe and unscientific access at the Gangaram junction, as illegal, arbitrary and violative of Articles 14 and 21 of the Constitution of India and consequently directing the Respondents to consider and dispose of the said representation by passing a reasoned order within a time frame to be fixed by this Honourable Court and to take appropriate remedial action in accordance with law and applicable statutory norms to ensure road safety pedestrian safety and protection of public health.”

3. Brief facts as stated in this writ petition are that the petitioner is a senior citizen residing at H.No.19-183/2, PJR Colony, Madhavapuri Hills., Ameenpur, Sangareddy District, Telangana. It is submitted that the PJR Colony-Gangaram NH-65 access road is a vital public road used by large number of commuters including school going children, women, senior citizens, office-goers, pedestrians and vehicles moving towards Hyderabad City, Chandanagar, Ramachandrapuram, ORR, Gachibowli and Sangaredddy. It is further submitted that due to prolonged neglect and absence of proper resurfacing, the entire stretch of the said road is severely damaged, un-engineered and is in hazardous condition, filled with deep potholes, craters, broken and uneven surfaces, loose gravel, construction debris and continuous dust, making it extremely unsafe for motorist and pedestrians alike. The case of the petitioner is that rampant illegal encroachments by private individuals and commercial establishments on footpaths, road margins and portions of the carriageway have drastically reduced the effective road width, forcing pedestrians to walk on the carriageway and exposing them to constant danger and due to broken road surface, loose debris encroachments and slow moving of traffic there is continuous air and dust pollution, causing respiratory ailments, eye irritation and other serious health issues. Hence, the petitioner on 01.12.2025, made a representation and requested the respondent authorities to take immediate action against the illegal footpath encroachments, narrowing of the carriageway and severe air and dust pollutions, however, the same is still pending for consideration. Aggrieved by the same, this writ petition is filed.
