COMMON ORDER:

Since the issue raised in all these Writ Petitions is one and the same, they are being disposed of by this common order.

Writ Petitions No. 30300, 30140 and 30293 of 2025 are filed by two Hospitals and Medical Practitioners assailing the final orders dated 24.09.2025 removing medical practitioners from the medical register for a period of six months and also recommending to cancel the registration of two Hospitals. Whereas, Writ Petition No. 30360 of 2025 is filed by one of the medical practitioners, questioning the consequential suspension order dated 30.09.2025 by which it was directed that Oxycare Hospital should appoint a registered medical practitioner, duly registered with the concerned District Registration Authority, as the interim Medical Director to ensure continuity of ethical and legally compliant medical oversight.

The common grievance in these Writ Petitions relates to a suo-moto cognizance taken by the Telangana Medical Council based on photo clippings widely circulated on Social Media about an incident occurred on 22.04.2025 at Bhongir, wherein, Petitioner Hospitals and Medical practitioners were allegedly found to be sponsoring and colluding with the unqualified persons i.e., Quacks. Final orders dated 24.09.2025 came to be passed removing the medical practitioners from the Medical Register for a period of six months, with consequential directions to surrender the Permanent Registration Certificate and further recommending cancellation of registration of the Hospitals.

4. For the sake of convenience, Writ Petition No.

30300 of 2025 is taken as a lead matter.

It is the case of Petitioners that, they are reputed Hospitals and equipped with modern technology and staffed by expert medical practitioners promoting Healthcare and providing patient safety across India. They received a show cause notice dated 25.04.2025 from Respondent No. 3 alleging involvement of Hospital for sponsoring and participating in a meeting with Quacks (unqualified medical practitioners) at Bhongir, Telangana on 22.04.2025 and directing to submit explanation. Petitioners submitted reply/explanations stating that they duly adhered to the guidelines framed by National Medical Commission and they have not given any consent for display of Hospitals Banner. In fact, Petitioners hospitals were approached seeking sponsorship for the purpose of “Saving the Girl Child” program. Accordingly, donation was given by Petitioners for the said program. Other than this act of donation, petitioners were not involved in any act of soliciting patients or providing any Hospital facilities in the said meeting. Thereafter, notice dated 14.05.2025 was issued scheduling hearing before the Ethics Committee on 27.05.2025 for violation of Regulations 6.1.1., 6.4.1 and 7.19 of the Indian Medical Council (Profession
