2. Heard Ms.Priya, learned counsel representing Sri Rapolu Bhaskar, learned counsel for the petitioner and Sri M.Srinivas, learned Assistant Government Pleader for Home, for respondent Nos.1 to 7 and perused the record.
3. Learned counsel appearing for the petitioner would submit that the petitioner is a resident of Rahamath Nagar, Kazipet, and is engaged in real estate business for his livelihood, while his father is employed in the Railways. One of his villager by name Kanne Vijaya, was murdered on 14.12.2023, and a crime was registered in Crime No.426 of 2023 under Sections 302, 394, and 201 of IPC. The petitioner asserts that he has no connection whatsoever with the deceased or the said crime. However, respondent Nos.7 and 8 allegedly detained him on 11.06.2024 in the name of interrogation and kept him in illegal custody at the Task Force Office for four days. During this period, he was allegedly subjected to severe physical torture, including assault with sticks and belts, suspension from the ceiling after being tied with ropes, and repeated beatings, resulting in grievous injuries including a fracture to his left hand and multiple injuries to his legs, hands, and shoulders.
4. It is further alleged that the petitioner was forced to confess to the murder and was threatened with false criminal cases. Despite requests from his parents and relatives, he was not released until 14.06.2024, and only after the matter was brought to the notice of the media and higher authorities. He was subsequently treated at MGM Hospital, Warangal, where his injuries were medically recorded. The petitioner contends that the actions of respondent Nos.7 and 8 were illegal, arbitrary, and violative of his fundamental and human rights. Though he submitted a representation on 28.06.2024 seeking an enquiry and action against respondent No.8, no steps were taken by the authorities, which he claims is violative of Articles 14, 15, 21, and 300-A of the Constitution of India and the principles of natural justice. Hence, the present writ petition.
5. Learned Assistant Government Pleader for Home, on instructions would submit that the representation submitted by the petitioner was received by the Commissioner of Police, Warangal, on 10.07.2024 and forwarded for enquiry. During the enquiry, it was revealed that the detention arose in connection with a complaint lodged on 15.12.2023 by Veera Ashok Kanne regarding the murder of his mother, Kanne Vijaya. A cas
