Heard Mr. Gokavaram Rama Chander Rao, learned counsel for the petitioners; learned Assistant Government Pleader for Land Acquisition (Revenue) appearing for respondent Nos.1, 2, 3, 5 & 6 and learned Standing Counsel for TGIIC appearing for respondent No.4.

2. This writ petition is filed seeking the following prayer:-

“...declaring the action of the respondents in seeking to pass the award and disburse compensation in respect of the assigned land bearing Sy.No.162/55, admeasuring Ac.1-34 guntas, situated at Thimmapur Revenue Village, Kandukur Mandal, Ranga Reddy District, in favour of respondent No. 7, without considering petitioners’

objections dated 02.01.2026 and 05.02.2026 and without referring the dispute to the competent authority, as illegal, arbitrary, unfair, contrary to the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and violative of Articles 14, 21 and 300-A of the Constitution of India and consequently direct the respondents to consider and dispose of the petitioners’ objections in accordance with law before passing any award or disbursing compensation...”

Brief facts as stated in the writ petition are that the petitioners submits that they are the sons of one late Dappu Jangaiah, who was the assignee of the agricultural land to an extent of Ac.1-34 guntas in Survey No.162/55 situated at Thimmapur Village, Kandukuru Mandal, Ranga Reddy District (herein after referred as ‘subject land’). The said lands are gairan lands and laoni patta. It is stated that one Late Dappu Jangaiah was in possession and enjoyment of the said land was cultivating the same and he died on 10.07.1986 leaving behind the petitioners as his only legal heirs and since the land is assigned land and heritable in nature, the petitioners succeeded to the subject land and have been in continuous possession and enjoyment of the same, with no other person claiming any right over the subject land. Since the petitioners were very young at the time of their father’s death and due to their illiteracy, they could not take steps for succession proceedings and mutation of their names, though they continued to remain in possession. Subsequently, the Government of Telangana initiated acquisition proceedings for establishment of an Industrial Park and proposed acquisition of huge extents of land including the subject land, which was in possession and enjoyment of the petitioners as on the date of the acquisition notification. It is further stated that when the petitioners intended to file an application for payment of compensation, it was noticed that the name of respondent No.7 was shown as pattadar and possessor of the subject land, though he has no right, title, possession or valid document in his favour. It is further stated that the petitioners belong to S.C (Madiga) Community and the subject land was assigned for the benefit of poor Scheduled Castes, whereas respondent No.7 belong to Backward Class (Golla/Yadava) community, as such he cannot claim the said lands without any right, title or under any document. It is further stated that the District Collector issued notification in File No.D/1048/2023 dated 18.12.2024 for acquisition of lands and in the said notification, the name of the respondent No.7 was wrongly shown at serial No.320 against the Survey No.162/55. Subsequently, the petitioners filed objection petition dated 02.01.2026 under Section 76 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013 (for short ‘The Act, 2013’) before respondent No.5 and also made applicati
