This Writ Petition, under Article 226 of the Constitution of

India, is filed seeking the following relief:

“...to issue an appropriate Writ, Order or Direction, more particularly one in the nature of Writ of Mandamus, aggrieved against the instruction of respondent No.2, dated 18.12.2025 to respondent Nos.3 to 6 for furnishing the account details of the petitioner account and consequent freezer of the account bearing No.82390100006801 of Bank of Baroda, Jangareddygudem Branch, bearing No.100130228883 of IndusInd Bank, Jangareddygudem Branch, bearing No 923020016139327 of Axis Bank, Jangareddygudem Branch and bearing No.6995056718 of Indian Bank, Jangareddygudem Branch belonging to the petitioner without any notice and without following due process of law to the petitioner into the above SB Accounts belonging to

the petitioner as illegal, arbitrary and in violation of the principles of natural justice and in violation of Article 21 of the Constitution of India and consequently praying this Hon’ble Court to direct the respondent Nos.2 and 3 to 6 defreeze the SB bearing No.82390100006801 of Bank of Baroda Jangareddygudem Branch, bearing No.100130228883 of IndusInd Bank, Jangareddygudem Branch bearing No. 923020016139327 of Axis Bank, Jangareddygudem Branch and bearing No.6995056718 of Indian Bank, Jangareddygudem Branch, Eluru District, Andhra Pradesh State belonging to the

petitioner and pass...”

2. Heard Sri P.V.Venkata Ravi Shankar, learned counsel for the petitioner; Sri M.Srinivas, learned Assistant Government Pleader for Home appearing for respondent Nos.1 and 2 and with their consent, this Writ Petition is being taken up for

disposal at the admission stage. Perused the record.

Learned counsel for the petitioner appearing through virtual mode submits that the petitioner is holding four bank accounts with respondent No.3/Bank of Baroda vide Account bearing No.82390100006801 of Jangareddygudem Branch, with respondent No.4/Indulsand Bank vide Account bearing No.100130228883 of Jangareddygudem Branch, with respondent No.5/Axis Bank vide Account bearing No.923020016139327 of Jangareddygudem Branch and with respondent No.6/Indian Bank vide Account bearing No.

6995056718 of Jangareddygudem Branch. He further submits that, without issuing any notice and without following due process as contemplated under law, respondent No.2 issued a letter, dated 29.01.2025 to respondent Nos.3 to 6 to debit freeze the aforesaid bank accounts of the petitioner. Learned counsel further submits that the petitioner was running coconut business and in that connection de-facto complainant has invested an amount of Rs.10,02,890/- into the business. Admittedly, the de-facto complainant had transferred money into the bank accounts of the petitioner. Upon filing a false complaint made by the de-facto complainant against the petitioner, the Bank accounts of the petitioner have frozen restraining him to get access to his bank accounts. He further submits that the de-facto complainant has raised a complaint in NCRP vide acknowledgement Nos.23712250075103 and 33712250060050. Based upon such complaint, without taking appropriate permission from the competent authority, the bank

accounts of the petitioner have been frozen.

4. He would further submit that in similar circumstances, the High Court of Karnataka in the matter of M/s.Ownpath learning private limited V. State of Intelligence officer

(W.P.No.14764 of 2023) quashed the proceedings of freezing the Bank account of the petitioner therein. He
