ORDER:
This Writ Petition is filed seeking to declare the action of the 2nd Respondent in not issuing the Petitioner’s passport bearing File No.HY2076555770826, despite completion of police verification on 16.03.2026, as illegal, arbitrary and violative of Articles 14, 19 and 21 of the Constitution of India, and consequently to direct issuance of the passport.
2. Heard Mr.Syed Najmul Hassan Baqri, learned counsel for the petitioner and Smt N.Sushma, learned Standing Counsel for Central Government for respondent Nos.1 and 2. Perused the record.

Learned counsel for the petitioner submits that the petitioner applied for renewal of his passport before the 2nd Respondent – Regional Passport Office, Hyderabad, along with his wife’s passport, seeking renewal and addition of surname in his passport. It is submitted that respondent No.2 processed, renewed, and dispatched the passport of the petitioner’s wife; however, despite completion of physical police verification, the petitioner’s passport has not been renewed, reissued, or dispatched till date. The present status of the petitioner’s passport application is shown as “pending for physical police verification at the respective Thana under Commissioner of Police, Hyderabad City.” It is further stated that no criminal case, even of a petty nature, is pending against the petitioner, and therefore the delay in processing the petitioner’s passport renewal application on the ground of police verification, which has already been completed, is wholly arbitrary. Hence, the Writ Petition.

Learned Standing Counsel for the Central Government for the respondents submits that, upon verification of office records, the petitioner applied for a passport on 16.03.2026 and the same was processed under pre-police verification. It is stated that the police verification is still pending with the concerned police authorities, and therefore the passport cannot be issued without police clearance. It is further submitted that the petitioner is advised to approach the concerned police authorities; upon receipt of a clear report, there is no objection to issuing the passport.

Considering the above submissions, this Writ Petition is disposed of directing the petitioner to approach the concerned police authorities for expeditious completion of the police verification process. Upon receipt of the police verification report, the 2nd Respondent – Regional Passport Office, Hyderabad, shall consider the petitioner’s application and take necessary steps for issuance of the passport, in accordance with law as expeditiously as possible. There shall be no order as to costs.
Miscellaneous petitions, if any, pending in this Writ Petition, shall stand closed.
