09/04/2026 Heard counsel for the petitioner and counsel for Agartala Municipal Corporation Mr. Rana Gopal Chakraborty.

We have also perused the counter affidavit dt.05.03.2026 filed on behalf of the Commissioner of the AMC.

In the said counter affidavit, it is stated by the Commissioner that a work order dt.11.06.2025 had been issued to one Indrajit Das, Contractor for the civil construction work of the proposed slaughter house, but possession of the site had been given only on 01.02.2026. No date for completion of the said slaughter house is indicated in the counter affidavit.

Since this Court on 22.02.2022 in this PIL, had directed the AMC to set up an abattoir/slaughter house, the delay in construction of the same, is a very serious thing, and it needs to be completed as early as possible.

The correspondence between the AMC and the State Government with regard to release of funds for construction of the said project, be placed before this Court on the next date of hearing by the Commissioner of the AMC through its counsel by way of an affidavit with annexures.

During the course of the hearing, it is also contended by petitioner-in-person that there are several unauthorized meat sellers/slaughter houses still functioning, and proper action is not being taken by the AMC officials to evict them. In particular, there is a reference to such shops at Abhoynagar and Bhagaban Thakur Chowmuhani located in Agartala.

The Secretary, District Legal Services Authority (DLSA), West Tripura shall coordinate with the AMC, and file monthly reports before this Court on the identification of such persons, and the action if any, taken by the AMC against them.

The Secretary, DLSA, West Tripura shall also mention in his monthly reports about the disposal of garbage generated on account of the setting up of the slaughter houses, including the temporary slaughter houses mentioned in paragraph 9 of the affidavit filed by the Commissioner of the AMC.

The second respondent in the PIL i.e. the District Magistrate &

Collector, West Tripura District, Agartala in coordination with the Superintendent of Police, West Tripura, shall assist the AMC in every way possible for implementation of the directions contained in the Order dt.22.02.2022 passed in this PIL.

The AMC shall ensure regular monitoring of activities of the temporary slaughter houses and unlicensed meat vendors, and ensure not only hygiene at the place where these activities are done, but also proper waste disposal, if necessary by taking the assistance of the Tripura State Pollution Control Board.

Communicate this Order to the Secretary, DLSA, West Tripura, the District Magistrate & Collector, West Tripura District and the Superintendent of Police, West Tripura, and the Tripura State Pollution Control Board.

The Commissioner, AMC shall also file monthly Action Taken Report (ATR) in this regard.

List the matter on 16.06.2026 The Secretary, DLSA, West Tripura shall be furnished the affidavit filed by the Commissioner, AMC and any other documents he requires including the Order dt.22.02.2022 in WP(C)(PIL) No.02/2019.
