The petitioners seek a writ of mandamus to compel the state authorities to conclude land consolidation proceedings initiated via notification under the U.P. Consolidation of Holdings Act, 1953.

(2) Petitioners are residents of Village Chandpuri Khadar, Tehsil Laksar, District Haridwar. According to them, the State Government had issued a notification under Section 4A(2) of U.P. Consolidation of Holdings Act, 1953 , as applicable to Uttarakhand, on 12.7.2012, but thereafter no further step was taken. By means of this writ petition, petitioners have sought the following reliefs:

“I. A writ, order or direction in the nature of Mandamus, directing the respondents commanding the respondents to complete the consolidation of land proceedings of Village Chandpuri Khadar Khurd, Pargana Gordhanpur, Tehsil Laksar, District Haridwar, as expeditiously as possible under the facts and circumstances of the case and/or within a definite period of time.

II. Declare inaction on the part of respondents for not concluding the consolidation proceedings in the Village Chandpuri Khadar Tehsil Laksar District Haridwar.”
