(2) Petitioner moved an application for recall of an order dated 30.6.2014, which was dismissed for non-proseuction on 1.2.2016. Petitioner thereafter moved an application for recall of the order dated 1.2.2016, which too was dismissed by Collector, Haridwar vide order dated 11.9.2017. Petitioner thereafter filed an appeal challenging the aforesaid orders before Commissioner, Garhwal Division, which was dismissed vide judgment dated 23.1.2023. Petitioner thereafter filed revision before Board of Revenue, which was dismissed vide judgment dated 19.2.2025. Petitioner has challenged aforesaid judgments and orders in this writ petition.
