The applicant retired from the service of National Council of
Educational Research & Training (NCERT) - respondent organization on
30.11.2011 from the post of Accountant. In terms of Central Government
Health Scheme (CGHS) order dated 16.01.1992, CGHS facilities have been
extended by the Central Government to retired employees of NCERT, who
are residing in Delhi/New Delhi. As per the Scheme of CGHS, retired
employees are required to obtain CGHS card on payment of lump sum fee.
In the present case, the applicant, being retired employee of NCERT and
being entitled to CGHS benefits, did not obtain the CGHS card immediately
