1. Heard Mr. J. K.Gupta, learned counsel for the appellant as well as Mr. Y.S. Thakur, learned Additional Advocate General appearing for the State/respondents on I.A. No. 01/2024, which is an application for condonation of delay of 660 days in preferring the appeal.
2. The appellant has filed this writ appeal against the order dated 07.04.2022 passed by the learned Single Judge in WP(C) No. 3178 of 2018, by which the learned Single Judge has dismissed the writ petition filed by the appellant/writ petitioner.
3. On a pointed query being made to the learned counsel for the appellant as to why he has approached this Court against the impugned order dated 15.09.2021, after an inordinate delay of 779 days, he has not offered any plausible explanation for delay in filing the writ appeal.
4. As such, the writ appeal is barred by delay and laches and is not liable to be entertained.
