2. With the consent of the counsel for the parties, the present petition

is being heard and is being disposed of by the present order.

3. By the impugned order dated 8th July, 2010, the competent

authority has rejected the request made by the petitioner for grant of

parole on the ground that the petitioner has been convicted for murder

and rape of a minor and the grounds of parole are not genuine.

4. The petitioner has been convicted in FIR No. 252/2002 and has

been in jail for about nine years. He was granted parole for fifteen days

in 2008 and for one month in September-October, 2009. One year has

lapsed since the date on which the petitioner was last rel
