The court proceeding has been conducted through

virtual mode.

Heard Mr. Gautam Kejriwal, learned counsel for

the petitioner, Mr. K.N. Singh, learned A.S.G., for the Union of

Indian, Mr. Ratnesh Kumar, learned AC to ASG, Mr. Mirtunjay,

learned AC to AAG-6 and Mr. Patanjali Rishi, learned counsel

for the Bihar State Legal Services Authority.

The present application has been preferred by way

of Public Interest Litigation for a direction to the respondent

authorities for providing the leprosy patients and their family

members residing in various colonies in the State of Bihar with

either cooked food or grains, drinking water and other eatables

essential for survival on regular basis medical facilities

provision of sanitation and create hygienic living condition in

the residential area. The relief as prayed for, as stipulated in

paragraph no.1 of the petition reads as follows:-

“1(a) For issuance of a writ or order

or direction upon the respondents to provide the

leprosy patients and their family members

residing in various colonies in the state of Bihar

with either cooked food, drinking water and

other etables essential for survival on regular

basis during the period of lock-down or to

provide dry food articles and cooking

arrangement keeping in view the difficulty in

movement in the society specially for leprosy

patients and their families at this hour.

(b) For issuance of a writ or order

or dirction upon the respondents to provide

bandages, drugs and other essential ointments

required for daily application to wounds and

abscess of leprosy victims as it is not possible

for leprosy patients to move out to such sources

in this phase of pandemic.

(c) For issuance of a writ or order

or direction upon the respondents to take

necessary steps for sanitization of the localities

sheltering such leprosy patients specially during

this hour of pandemic which requires ultimate

level of cleanliness, disinfection and
