1. Heard.

2. Learned counsel for petitioners submits that petitioners were alloted plots

situated at different locations in Bhilai by respondent No.2/Municipal

Corporation in between 1998 to 2000, since then they are in possession of said

lease plots. When petitioners approached to Municipal Corporation for

permission to raise construction over the plots or to sell it to third person,

Municipal Corporation refused to grant permission. Municipal Corporation not

even accepting the applications which they tried to submit. This act of Municipal

Corporation of not accepting applications of petitioners is per-se, arbitrary and

illegal. It is further contented that other persons who have been granted lease

of plots in same location against arbitrary action of Municipal Corporation,

approached this High Court, by way of filing different writ petition, one of which
