The grievance of the applicant is that the Registry of the High
Court has refused to accept 7 solvency certificates, each for an
amount of Rs.2,00,000/-. The reason for refusing to accept the
solvency certificates is that the market value of the property, which is
mentioned in all the certificates is Rs.19,96,500/-, whereas the
solvency certificates have been issued by Tahsildar for an amount of
Rs.2,00,000/-. It appears that Tahsildar has issued all 7 certificates
mentioning the same property in all the certificates for a value of Rs.
2,00,000/- each.

The Office has pointed out the decision of the State
Government dated 22/06/2009, whereby the Tahsildar has been
entrusted with powers to issue solvency certificates from Rs.
