ORAL JUDGMENT:
Heard the learned counsel for the parties.
2. The only question which requires consideration is as to whether the petitioner is entitled to the relief sought to declare that the winding up proceedings against the Goa, Daman and Diu Cooperative Fisheries Federation Ltd. stands terminated with retrospective effect from 24.01.1992 in view of the fact that total period of seven years having expired which is the outer limit for concluding the proceedings and therefore the impugned order passed by the Registrar/Respondent No.2 in continuing the liquidation proceedings beyond the said period by appointing Respondent No.3 as a Liquidator deserves to be quashed and set aside.
3. It is the case of the petitioner that he is a member of the Goa, Daman and Diu Cooperative Fisheries Federation Ltd. which was registered on 3rd September, 1971 as a Federal Society under the Maharashtra Cooperative Societies Act , 1960 as applicable to the then Un
