1. Central University of Jammu issued Employment Notification

no.13 dated 3rd February 2016 for filling up the posts of Professors,

Associate Professors and Assistant Professors in different

departments. In terms of the Notification, candidates, aspiring to

respond thereto, were required to enter the relevant score in

Academic Performance Indicator (API) based on Performance

Based Appraisal System (PBAS) as given in API Score Sheet in

the application form and each API score should have been

supported by the documentary evidence, without which no claim

on account of API score would be entertained. The candidates had

to submit application forms accompanied by detailed curriculum

vitae, giving details of academic qualification, experience,

published work etcetera, the publication part in curriculum vitae

should invariably contain details with regard to the tile of the

journal/book, title of the Research Paper, Volume number, page

numbers, year of publication, ISSN/ISBN, sole-author/co-

authors/joint publication, refereed / non-refereed, indexed/ non-

indexed and local/national/ international status etcetera. It was

further conditioned that candidates holding Ph.D. Degree should

produce a certificate from Registrar / Controller of Examination of

the concerned University that degree has been awarded in

accordance with prescribed UGC Guidelines, 2009. In General

Instructions appended to the aforesaid Notification, it was also

made clear that if the application is not accompanied by necessary

supporting documents, attested copies of degree certificates/

marksheets / experience certificates / category certificate, if

applicable, issued by competent authority and incomplete

application, the same shall be rejected instantaneously. The last

date for submission of application form was 2nd March 2016.

2. 96 candidates, which includes present petitioner, applied for the

post of Assistant Professor in the Department of Physics and

Astronomical Sciences. Petitioner applied under Unreserved

Category. Shortlist comprising 30 candidates was issued on 4th

May 2016. Petitioner figures at serial no.30 therein, with 76 marks.

On 18th May 2016 another list of 30 candidates was issued, calling

them for interview against the post of Assistant Professor in the

Department of Physics and Astronomical Sciences, but petitioner

did not find place therein. Another shortlist was issued on the same

day, adding six more candidates thereto. Petitioner is aggrieved of

his non-inclusion in the revised short list and challenges the same.

Petitioner seeks quashment of Revised Short List dated 18th May

2016, issued by respondent Central University Jammu, by which

candidates have been called for interview which was scheduled to

be held on 30th May 2016 for the posts of Assistant Professor in the

Department of Physics and Astronomical Sciences.

3. Reply has been filed by both official respondents as well as private

respondents.

4. I have heard learned counsel for parties and considered the matter.

5. A Bench of this Court, as an ad interim measure, vide order dated

31st May 2016, directed that interviews for the two posts of

Assistant Professors in the discipline of Physics and Astronomical
