This revision petition has been filed against the order dated 19.02.2018

(for brevity 8the impugned order9) whereunder, the respondents have been

discharged by the Court of learned 2nd Additional Sessions Judge, Jammu (for

short 8the trial Court9).

2.

As there was non-compliance of provisions of Section 196 and Section

196-B Cr. P.C. which provides that no Court shall taken cognizance of offences

unless upon the complaint made by order of, or under authority from the

Government or District Magistrate or such other officer as may be empowered

by the Government in this behalf, the trial Court
