JUDGMENT

This writ petition is filed by the petitioner seeking to quash Ext.P2 proceedings of the Secretary of the Ground Water Authority, Thiruvananthapuram, according permission to the 6th respondent to extract ground water from the open well situated in Survey No.15/361/14 of Mookkannor Village, Aluva Taluk, Ernakulam District, for industrial purpose, subject to various conditions. 2. Petitioner is a local resident within the limits of 4th respondent, i.e., the Mookkannur Grama Panchayat. The 6th respondent has approached this Court seeking directions to the Ground Water Department as well as the Grama Panchayat to take appropriate decision in the application submitted by the petitioner for according sanction and licence for running an industrial establishment. After taking into account the rival submissions made by the 6th respondent therein, petitioner and others, this Court directed the District Officer, Ground Water Department to conduct a hydro geological survey in respect of the property of the 6th respondent herein, with specific reference to the well from which water is proposed to be drawn, within
