JUDGMENT
The petitioner is pursuing his studies in the B.Tech (Electronics and Communication Engineering) Course in the 3rd respondent college, having secured admission in the 2009-2010 batch. While pursuing the studies in the 7th semester, the petitioner had to undergo treatment for 'Gastric Ulcer' from August to October, 2012. At the time of writing the examination, it was intercepted, stating that the petitioner did not have the requisite attendance. As per the records, the petitioner had only for 66%, where as the required minimum, as per the relevant norms, was 75%. The petitioner virtually lost one year and was unable to pursue the course by joining by the 8th semester. The petitioner submitted an application to condone the shortage of the 7th semester examination, supported by Ext.P2 Medical Certificate, which was also recommended by the Institution as borne by Ext.P3 letter dated 23/1/2013 addressed to the first respondent. It is stated that the classes for the 8th semester have already commenced on 6/2/2013 and any delay in considering the matter by the second respondent, who is having the power and authority to condone the shortage up to an extent of 10 days per semester,
