JUDGMENT

The issue canvassed in this writ petition pertains to the refusal of the authorities to grant license to the petitioner for conduct of ration shop (ARD), in her capacity as the legal heir of her mother, Smt. Sukumari. Pending the petitioner's claim, license for conducting the ration shop was granted to the first respondent. At the time when the writ petition was filed, the challenge of the petitioner had culminated in Ext.P4 order passed by the Government, on the revision petition filed by the petitioner. The challenge in the writ petition is mainly on the ground that Ext.P4 was not rendered on merits and was issued without hearing the petitioner.

2. When the matter was taken up for consideration, the learned counsel for the first respondent handed over GO(ORD) No. 304 of 2016 dated 18/11/2016, where under the revision filed by the petitioner was reconsidered by the Government and a decision rendered on merits after hearing the petitioner's husband. The learned counsel for the petitioner submits that though a copy of the order dated 18/11/2016 is marked to the petitioner, till date she has not been served with a copy of that order.
