J U D G M E N T
The petitioners in all these cases claim to be street vendors, who are conducting street vending in various areas of the 2nd respondent Munnar Grama Panchayat and they are aggrieved by the action taken by the authorities concerned in denying permission to conduct street vending in those areas. The prayers in most of these Writ Petitions are almost similar. The prayers in W.P.
(C).No. 20650/2018 are as follows:
“i) Issue a writ of mandamus directing the Respondent No.1 to 4 to stop all the activities to evict the petitioners from their place of business till the Town vending committee as contemplated under Section 3 of the Protection of Street Vendors for Livelihood Act 2014 taking a decision as per the Act.
ii) Issue a writ of mandamus directing the Respondent No.2 to consider the Ext.P-4 to Ext.P-7 applications of the petitioners and issue licence/certificate of Vending to the petitioners under the Protection of Street Venders for Livelihood Act, 2014 within a time frame fixed by this Hon'ble court.
iii) Issue a writ of Certiorari quashing the Ext.P-2 notice.
iv) Direct the respondent No.2 to consider the Ext.P-1 and direct them to take necessary steps to constitute town
