JUDGMENT
According to the petitioner he belongs to Fishermen Community in Alappuzha District and is doing fishing activity for his livelihood.
2. For obtaining membership in the Kerala Fisheries Welfare Board he submitted application dated 11/09/2007 and it was recommended by the Fisheries Officer, Thaikal. The petitioner's name was not included in the list of Fishermen prepared by the Board and the petitioner has furnished the details of the reply by the board as per Ext.P1. The petitioner has also been given a reply by the Government by Ext.P2. 3. The petitioner's allegation herein is that there was a complaint by the petitioner before the Dy.S.P. of Vigilance regarding the misplacement of his application. According to it the 5th respondent who is attached as a guide in the local Fisheries office is behind the same.
4. It is also alleged that the 5th respondent is interfering in all official matters and as a guide she is not entitled to do so. The petitioner therefore filed a representation as per Ext.P3 in the matter, requesting to take action against the 5th respondent.
