1. aThe petitioner is the licensee of toddy shop No.36/17-18 of Keezhillam Group. This shop was permitted to be shifted to Building No.VII/603 of Rayamangalam Panchayat. Necessary licences were obtained. However, on the basis that the shop is proposed to be shifted to a residential area, some agitations are going on and as a result of the agitations and the obstructions that are caused, the shop is unable to be opened. It is, in these circumstances, the writ petition is filed.
2. The contesting respondents state that they are aggrieved by the location of the shop. They have also stated that they have already filed W.P.(C) No.22203 of 2017 W. P. (C) No.23731 of 2017 before this Court impugning the licences granted to the shop.
3. As things now stand, the shop is a licensed shop and until the licence is invalidated or otherwise interfered with, the petitioner is entitled to run the shop as authorised by the licence. If such conduct of the shop is obstructed, necessarily, the police will have to interfere. Therefore, it is directed that subject to the outcome of the writ petition mentioned above, in the event any obstruction is caused to the functioning of the
