JUDGMENT

Ravikumar, J.

The former writ petition is filed by the Chairman, Sree Krishna College of Pharmacy and Research Centre, Thiruvananthapuram (hereinafter referred for brevity 'the petitioner-college' only), which is run by Sree Sankara National Institute of Educational Trust. It is conducting Pharm D Course which is a doctoral degree course with necessary statutory recognition by the Pharmacy Council of India and AICTE. The course is also affiliated to the Health University in the State of Kerala. It is filed mainly with the following prayers:-

i. Issue a writ of certiorari or any appropriate writ, order or direction calling for the records leading to Ext-P9 and to pass appropriate orders;

ii. Issue a writ declaring that the proceedings initiated pursuant to Ext-P11 is without authority and jurisdiction and therefore the said proceedings are bad in law;

iii. Issue a writ declaring that the payment of stipend for the interns who have completed the course is not a matter which would come within the powers of the Committee constituted in terms of Act 19 of 2006 and therefore the entire proceedings leading upto Ext-P15 by the Committee are bad in law.
