J U D G M E N T
1.The petitioners are registered headload workers engaged in loading and unloading works in and around Anayara Venpalavattom World Agricultural Market. They have approached this Court, seeking the following reliefs;
“i) To issue a writ of mandamus or any other appropriate writ, order or direction directing the 4th respondent to complete the proceedings to implement the Kerala Headload Workers (Regulation of Employment and Welfare) Scheme 1983 in the Anayara World Agricultural Market and surrounding Area as expeditiously as possible.
ii) To issue a writ of mandamus or any other appropriate writ, order or direction directing the 4th respondent to consider the representation of the petitioners regarding the implementation of the Scheme in the area wherein construction of LuLu Mall is under progress.
iii) To issue a writ of mandamus or any other appropriate writ, order or direction granting such other reliefs as deemed fit and proper by this Hon'ble Court on the facts and circumstances of the case.
iv) To pass appropriate orders granting cost of these proceedings to the petitioner.”
