JUDGMENT
SHAJI P. CHALY, J This is a public interest litigation filed by a society registered under the Societies Act, 1860 (Act XXI of Act, 1860) having registration No. 302/2012. According to the petitioner, the society is formed with an intention to fight for human rights and to raise voice against those who are indulged in misusing the public funds for satisfying their selfish need. 2. The subject matter relates to the scheme introduced by the Government of India during the year 1993 namely “Member of Parliament Local Area Development Scheme (for short 'MPLADS'). Implementation of the scheme is governed by a set of guidelines. In the year 1993-1994, when the scheme was introduced, the allotment was Rs.5,00,000/- to each Member of Parliament, to be utilised for public requirements, which was enhanced to Rs.1 crore from the year 1994-1995. The amount was further escalated to Rs.2 crores in the year 1998-1999, and at the time of the filing of the writ petition, it was again increased to Rs.5 crores from the financial year 2011-2012.
