JUDGMENT
This writ petition is filed by the petitioner seeking to quash retrospective effect of Ext.P1 water tariff with effect from 01.10.2014, and for other related reliefs. Brief facts for the disposal of the writ petition are as follows:
2. Petitioner has a water connection provided by the
2nd respondent for household purposes. Respondents have changed the water tariff, and published Ext.P1 in the website of the 2nd respondent, on 20.01.2016. According to the petitioner, Ext.P1 is given retrospective effect from 1st October, 2014, while it is published only on 20th January, 2016. The 2nd respondent has billed the petitioner in the year 2016 for the water used by the petitioner from 01.10.2014 to 31.12.2015. Similar bills have been issued to all the users of the water supplied by the Kerala Water Authority. This has caused, according to the petitioner, a mass disappointment among the users, as many had to pay the bill amounting to around 10 times, their regular usage.
