JUDGMENT
This writ petition is filed with the following prayers:
“(a) Issue a writ of certiorari or any other appropriate writ, order or direction quashing the decision taken by the 1st and 2nd respondents to award the work of transportation of over dimensional consignment (ODC) equipment (covered by bidding document bearing number BM/A842-000-TT-TN-7101/1015) to the 7th respondent as revealed by Exhibit P7 communication.
(b) Declare that the 1st and 2nd respondent are duty bound to ensure that the terms and conditions of the e-tender with respect to price bids are to be strictly complied with.”
2. Heard the learned Standing Counsel for the petitioner, the learned counsel appearing for respondents 1 to 3 and the learned Senior Counsel for the 7th respondent.
3. The contentions of the writ petition is essentially with regard to submission of the price bid by the 7th respondent. It is contended that the price bid submitted by the 7th respondent was not in compliance with the requirements laid down in Ext.P1 bid document. It is stated that Ext.P1 tender document specifically required that the price bid has to be submitted separately. It is submitted by the learned counsel for the petitione
