Heard Mr.Ngongo, learned counsel for the petitioner.

Also heard Mr.Niranjan, learned GA appearing for the State

respondents.

By the present writ petition, the petitioners are

seeking a direction to the State respondents for allowing them to

perform the annual floral tribute ceremony (heikat leikat tamba) at

the Chingmeirong Cheirao Ching on 13.04.2022.

It is the case of the petitioners that on earlier

occasions, this Court had allowed the relatives/well-wishers/

friends of the deceased persons to offer floral tribute every year

under various orders passed in several Writ Petitions and,

therefore, prays for a similar direction in the present case.

Mr.Niranjan, learned GA has no objections to the

offering of annual floral tribute by the relatives/well wishers/friends

of the deceased persons, however, subject to the condition that

the State authorities would be at liberty to take appropriate steps

for maintenance of law and order and also by maintaining SOP

with regard to COVID-19 issued by the Government in this regard.

In that view of the above, this Writ Petition is

disposed of with the direction to the State respondents to permit

the petitioners/relatives/well wishers/ friends of the deceased

persons to enter the Memorial Tomb on the hillock of

Chingmeirong Cheirao Ching for offering floral tribute as has been

done in the past, on 13.04.2022 from 6.00 AM to 5.00 PM.

This order shall not preclude the State authorities to

take appropriate steps towards maintenance of law and order in

the area and the petitioners/relatives/well-wishers/friends of the

deceased persons must follow SOP in relation to COVID-19

issued by the Government of Manipur from time to time.

With the above observations and directions, this writ

petition is disposed of.

Furnish a copy of this order to learned counsel for the

parties though their respective emails/WhatsApp.
