Heard Mr. N. Ibotombi, learned senior counsel assisted by

Ms. M. Babina, learned counsel appearing for the petitioners and Mr.

Th. Sukumar, learned GA appearing for the respondents.

In view of the simple issue involved in the present writ

petition and as agreed by the learned counsel appearing for the

parties, the present writ petition is being disposed of at the admission

stage itself without waiting for the counter affidavit of the respondents.

The case of the petitioners is that a memorandum of

agreement was executed between the State Government represented

by the Hon’ble Minister, Water Resources, Manipur and the Joint

Action Committee against Forced Construction of Mapithel Dam,

Manipur (JACAFCM) and Mapithel Dam Affected Headman/Chiefs &

Elders Organization (MDAHCEO) on 04-12-2020. In the said

agreement, it is, inter alia, agreed between the said parties that Rs. 1.5

lakh
