Heard learned counsel for the petitioner.

By way of this writ petition, the petitioner has

challenged the order dated 01.03.2001 passed by the Central

Administrative Tribunal, Cuttack Bench, Cuttack in O.A.

No.605 of 1997 whereby learned Tribunal has rejected the

claim of the petitioner.

Brief facts of the case are that on 09.09.1971, the

petitioner was appointed as a Temporary Trained Graduate

Teacher in the Education Organization of Dandakaranya Project

on a pay of Rs.175/- per month in the scale of pay of Rs.170-

380/- with usual allowance admissible to Project Employees

and accordingly, he joined the post on 11.09.1971. On

14.09.1973, the petitioner while continuing as such was

transferred to the post of S.I. of Schools. On 26.05.1975, a

was

issued

by

the

Ministry

of

Supply

&

Rehabilitation regulating the Method of Recruitment to certain

Class-III post in the Education Organization in Dandakarnya

Project under the Ministry of Supply & Rehabilitation in which

Headmaster (Middle School)/Teacher Graduate Trained/Sub-

Inspector of Schools were in one grade and granted the benefit

in the scale of pay of Rs
