This writ application has been filed by the petitioner challenging the order d

ated 20.8.1999 passed by the Odisha Administrative Tribunal, Bhubaneswar in O.A. No. 3272 of 1

996.

The learned counsel for the petitioner submits that the Tribunal has not consi

dered the advertisement issued by the Additional Director of Agriculture (Engineering) for sel

ection to the post of Electrician which was published in the weekly journal called Saptahiki N

ujukti Khabara dated 15.12.1994 from its proper perspective and came to a erroneous conclusion

that the applicant does not possess requisites qualification. Thus, the impugned order need b

e interfered with. He further submits that the advertisement which was marked as Annexure-4 in

the original application. It stipulates the lower age and upper age limit by 1.12.1994 betwee

n 18 years to 32 years respectively and no cut off date was fixed for any other criteria. The

applications are called for engagement of 17 post of mechanic grade on the basis of practical

test and interview. The present petitioner being possessed requites qualification as per
