Heard Mr.S.S.Rao, learned Sr.Counsel for the petitioner.
Though Mr.P.N.Mohapatra, learned counsel has entered appearance on behalf of opposite p
arties 1 to 3 and filed counter affidavit, he is not present at the time of call.
The petitioner files this petition seeking to quash the letter/ order dated 11.02.2002
and 29.7.2002 vide Annexures-11/1 and 12/1 respectively and directing the opposite parties to
pay the differential retirement benefits under the Special Voluntary Scheme vide Annexure-1 wi
th interest @ 18% per annum till payment is made.
Mr.S.S.Rao, learned Sr.Counsel for the petitioner states that the petitioner who was wo
rking as a Storage and Inspection Officer in the Central Ware Housing Corporation at Cuttack o
pted under the VRS scheme introduced by the opposite parties pursuant to the circular dated 24
.2.1998, which was to be in operation from 1.3.1998 to 31.3.1998. Pursuant to such circular, t
he petitioner applied for the same and when the same was pending for consideration, the Corpor
ation has decided to enhance the retirement age of its employees from 58 to 60 years. But the
