Heard Mr. Panda, learned counsel for the

petitioner and Mr. Ghosh, learned Addl. Standing Counsel

through video conferencing mode.

According to Mr. Panda, grievance of the

petitioner, who is working as Sub-Divisional Social

Security Officer relates to inaction of the authorities in

granting him Grade Pay of Rs.5400/- instead of Rs.4800/-

at the stage of 2nd financial up-gradation under RACP

Scheme on completion of 20 years of continuous service.

In this context, learned counsel for the petitioner relies

upon a Division Bench decision of this Court under

Annexure-8 rendered in the case of State of Odisha vrs.

Bihari Lal Barik in W.P.(C) No.2831 of 2016 disposed of

on 27.06.2016. During course of hearing, Mr. Panda

submits that liberty may be granted to the petitioner to file

a representation highlighting all his grievances before the

Principal Secretary to Govt. of Odisha, Department of

Social Security and Empowerment of Persons with

Disability (opposite party no.1) and further prays that a

direction be issued to the said opposite party to take a

decision on such representation within
