Learned counsel for the State submits that

the State has filed counter to the counter affidavit

filed by the Union of India. The same be kept on

record. Copy of the same be served on the learned

amicus curiae appearing for the petitioner and Mr.

Bose, learned Assistant Solicitor General.

Admittedly a Committee has been set up

pursuant to the direction of the Hon9ble Supreme

Court vide order dated 25.09.2018 passed in Writ
