Heard Mr. S.B. Mohanty, learned counsel for the petitioner and

Mr. L. Samantaray, learned Additional Government Advocate.

In this writ petition, the petitioner has made the following prayer:-

(i) To admit this writ petition.

(ii) to quash the letter dated 28.01.2021issued by Tahasildar,

Dharmasala regarding imposition of fine and penalty of

Rs.7,21,360/- as ordered by the Collector which is a double

penalty for self same offence under O.M.M.C. Rules, 2016.

(iii) Or in alternative to direct the Revenue Divisional

Comissioner (Central) Cuttack (Appellate Authority under

O.M.M.C. Rules, 2016) to annual the order of Collector, Jajpur
