Petitioner-plaintiff is aggrieved of the ad interim relief sought

in the suit challenging the action of the respondents in promoting the

candidates, who according to the plaintiff, are ineligible.

Mr. Jagbir Malik, learned counsel appearing on behalf of the

appellant-plaintiff submits that the respondents have not chosen the

guidelines of the University Grants Commissioner (hereinafter referred to as

“UGC”) in law and spirit for the purpose of permission but have adopted

Academic Performance Indicator (API) and, therefore, the procedure
