The petition has been filed, styled as PIL, for upgradation of

the Civil Hospital, Nakodar from a 50 bed hospital to a 100 bed hospital.

Even though there can be no doubt about the responsibility of the State

to provide adequate health facilities, as to how the budget allocation has

to be made for different activities under the Ministry of Health of the

State, is the m atter which the State is to address. Whether the hospital in

question has to be upgraded or there is some other more urgent need of

setting up another hospital is a matter of allocation of funds.
