The petition has been filed, styled as PIL, for upgradation of

the Civil Hospital, Nakodar from a 50 bed hospital to a 100 bed hospital.

Even though there can be no doubt about the responsibility of the State

to provide adequate health facilities, as to how the budget allocation has

to be made for different activities under the Ministry of Health of the

State, is the m atter which the State is to address. Whether the hospital in

question has to be upgraded or there is some other more urgent need of

setting up another hospital is a matter of allocation of funds.

Not only the aforesaid, we have a democratic system right

from Panchayti system to municipal authorities to the MLA and the

Mem bers of Parliament. They are elected representatives of the people.

Citizens have elected them. They must approach them for redressal of

such grievances. The only thing we can find in the present petition is that

on a representation, a report was called for from the Director, Health and

Family Welfare Department vide Annexure P-5.

In view of the aforesaid, the concerned department may

examine the feasibility of upgradation of the hospital in question keeping

in mind the requirements and priorities.

The petition accordingly stands disposed of.

Copy of this petition and the order be served dasti on the

respondents through Mr.P.S. Bajwa, Addl. Advocate General, Punjab.
