The case set up by the petitioner is that on 13.03.2013,

respondent no.1-University issued prospectus and application form for

admissions to various courses including the B.A. LL.B. (Hons.) 5 Years

Integrated Course and B.Com. LL.B. (Hons.) 5 Years Integrated Course

through Entrance Test-2013. There were 120 seats in the open category in

B.A. LL.B. (Hons.) 5 Years Integrated Course and 60 seats in the B.Com.

LL.B. (Hons.) 5 Years Integrated Course at the University Institute of Legal

Studies, Panjab University, Chandigarh. Further, there were 87 seats at the

P.U. Regional Centre at Ludhiana and 50 seats in the Swami Sarvadanand

Giri, P.U. Regional Centre at Bajwara, Hoshiarpur in B.A. LL.B. (Hons.) 5

Years Integrated Course. As per the prospectus, 10% additional seats were
