The petitioner has prayed for issuance of a writ in

the nature of certiorari for quashing the order dated

16.10.2012 whereby his technical bid has been rejected and the

price bid of only one of the three tenderers has been opened

and also for issuance of a writ in the nature of mandamus

directing the respondent/FCI to open the price bid of the

petitioner claiming itself to be fully eligible and competent as

per the terms and conditions.
