It has been averred that all the petitioners are serving as Junior
Engineers (since re-designated as Assistant Engineers) under the
Department of Irrigation, State of Punjab. The claim in the present writ
petition is for the issuance of a writ of mandamus for directing the
respondents to grant to the petitioners the benefit of Assured Career
Progression Scheme (ACP Scheme) as formulated vide policy circular dated
03.1.2006 (Annexure P-3) along with all consequential benefits.
Counsel would argue that the claim raised in the present writ
petition would be covered in the light of judgment dated 20.05.2013
(Annexure P-6) passed by this Court in CWP No. 16446 of 2010 titled as
Jaswinder Singh Bedi & others Vs. State of Punjab & others, wherein the
relief
