The petitioner has approached this Court through

the present writ petition with a prayer to quash order dated 11.4.2011

(Annexure P-13) passed by respondent No.3.

Grievance of the petitioner, noted in brief, is that

there is a common pucca street in the village constructed by Gram

Panchayat, which is in existence for the last 20 years. This street has

`Nallis' (drains) on both sides. The water from the houses flows into
